Do you have adb when device is trying to boot?

The device runs EMUI 8.1 "OREO VENDOR". Installation tried from fastboot and TWRP. Tried magisk, permissiver, dm verity all with formatting from stock recovery first. Also tried decryption from twrp and booting without encryption. No logs are saved by the device.
Tried Pixel Experience, latest phh Aosp Pie v199 and Oreo v32.
All give the same behavior, bootlogo spins for sometime, brightness goes down, then reboots.

i think downgrading the vendor to older version might work
@phhusson no adb, it keeps saying "waiting for device" in terminal
@proganime1200 no older vendors. I'm waiting for Pie update, hoping an updated vendor will boot.
