Backscaling to GCAM energy intensities after harmonization with IEA data in 2005 leads to massive Transport FE w/o bunkers offset e.g. in 2015 16.5EJ for EU28, compared to ~13EJ in IEA energy balances.
With this PR, the calculated harmonization factors to ensure consistency with the 2005 IEA FE values are continuously applied to all future years.
This means that the blending (backscaling) from the adjusted intensities to the original GCAM intensities is removed.
This leads to the following changes in the total Transport FE demands:
