enable GitHub checks for mrtransport #289

Suggested by RSE: other than for mrremind, ..., edgeTransport and reporttransport there are currently no prior checks for pull requests in mrtransport active on GitHub. Coherent treatment would be desired.

Seems like only organization owners might be able to change that?

GitHub Actions needs to be enabled for the repository before workflows can be enabled. This may only be possible for owners of the organization. enable actions organization wide restrictions of actions workflows
