[MISC] Add some form of login/security #221

Runtime is not secure. For one, as long as someone has the correct IPs to connect to, they can send protobufs and command Runtime. There should be some form of password that clients need in order to successfully connect to Runtime.

This is only an idea as of now and we should discuss this more.
