Fixed bug with encoded parameters

This PR fixes a misconfigure setting that results in Error opening configuration invalid interpolation syntax due to encoded query string values. Based on the pycsw documentation, here is the intent of the changed fields:

• provider_url: the URL of the service provider

• url: the URL of the resulting service

To recreate the bug, send the following request to registry:
