Site Owner can view Learning Pathways Content but visitors and Site members cannot view the content. #657

Describe the bug

Site Owner can view Learning Pathways Content but visitors and Site members cannot view the content.

To Reproduce

Login as a visitor or site member - multiple logins confirm the content is not available image

Expected behavior

Login as Site Owner displays the content image

Also - I cannot access the CustomLearningAdmin.aspx page as a Site Owner image

Hi @IvorDavies59 This is generally an issue when the user getting the error doesn't have read access to the app catalog where the site is installed (either tenant or site collection). This has been discussed in other issues like #652.
