[Feature] Add option to edit permament document data #113

Context

Currently, when a document is made permanent, users cannot edit tags and descriptions. They must first change the document to public and then make it permanent again, which results in a poor user experience. This process needs to be changed. All changes are detailed in the link below.

Definition of Done (DoD)

  1. Follows: GitHub link
  2. If the document is permanent, there is an additional pen icon displayed. After clicking it the form is opened with current permanent document data. The user can change it and save it.
  3. Only provided data is changed, status is not touched.
