[User story] Modals behavior #56

Context

All modals should exhibit consistent behavior.

Definition of Done

  1. If there is an operation pending, closing via 'x' or escape is disabled.
  2. The user cannot close by clicking the backdrop - the black area behind.
  3. If there is no operation pending, the user may close via "x," an added "cancel" button, or by pressing "escape."
