Billing homepage #874

Finally adding a billing homepage (the placeholder was bothering me lol). I've added the billing presentation as an embed because I actually think it's a great summary to explain a very complex set of data and pages.

I've confirmed you need to be logged into a google account with appropriate permissions in order to view the slideshow.

Did a little generic UI cleanup as well with navbar icons as well. Added ruff to pre-commit just for linting.
