Describe the bug
All REFramework games now capping at 60 fps. Only.change on my end since last play was adding the new Nvidia App.
Upload logs and any crash dumps
Locate the re2_framework_log.txt in your game directory and upload it along with the issue.
If you crashed, upload the reframework_crash.dmp file as well.

Steps to reproduce the behavior:
Basic boot up from Virtual Desktop to Steam VR and game launch. Even main menu is 60 fps (though when in Steam VR, I hit 90 target)
