Create Precisely VCF sample files for Vishesh #19

@aneilbaboo @visheshd In the following bucket, please find three examples of GZIP'ed VCF files from the same three 23andMe input files: /dev-precisely-genetics-vcf/

The VCF base format is documented here: https://en.wikipedia.org/wiki/Variant_Call_Format

The final version will have possibly a couple additional columns, and some more meta-data in the header section, but this should be sufficient to start getting familiar with the format.

Once I have the final versions posted, I'll close out this issue.

I've posted the Precise.ly-formatted VCF files in the S3 bucket.
