In prep for deeper dirac integration, we need:

[x] ensure some list of endpoints are set to particular values
[x] ensure some list of endpoints is locked
[x] get some set of endpoint values as meta-data info
[x] determine RF_ROI_MIN and RF_ROI_MAX for the particular DAQ and and add to the meta-data
[x] get the run_id for this case and broadcast and/or write the meta-data file
[ ] possibly write a service to catch the meta-data file and write to disk (maybe hornet will just do this?)

closing without the service to catch/write the datafile since that is planned as a hornet and/or golang feature
