DAQ service #79

A DAQ service layer would be helpful. It would be a single provider which user's could send requests to. It then talks to the database service, and whichever acquisition systems are desired. It would be responsible for knowing about and dealing with any operational differences between PXIe, RSA, and any other DAQ we may eventually have.

Okay, this is working in commit 5e890514b for both the RSA and mantis test digitizer. It is way under tested for now.
