meta RFC to adopt RFC #1358

Why does RFC-0 have a filename with a 001 sequence? Also, shouldn't this PR be adding the README.md so anyone looking at the rfc directory would see this text.

@trisberg I added a link to the RFC doc in the CONTRIBUTING.adoc rather than README.

As per @jldec 's suggestion, I removed time/deadline from the proposal in order to keep it light weight.

PR now starts with empty status. Status can now only be: Accepted | Rejected | Deprecated.

Summary: After removing deadlines and refining the possible states, we now have consensus on this proposal. Hence going ahead with the merge!
