Label backlog tickets that miss a template with a new template-update label #1138

What maintenance needs to be done?

In order to make the tickets readable, actionable and more accessible we want all the existing tickets to use a template.

Level of urgency

[ ] High
[x] Moderate
[ ] Low

Why is this maintenance needed?

To make the tickets readable, actionable and more accessible

Acceptance criteria

[x] Add a new label: template-update, color: #831B9E
[ ] If you can easily determine that a ticket should be closed, just close it
[ ] Otherwise, if the ticket doesn't have the sections from our issue templates, add the template-update label

Notes

Part of (@sandbergja and @christinach) accessibility goal Related to https://github.com/pulibrary/dacs_handbook/issues/166

Went through all the tickets, added the label where it seemed relevant.
