Create more intuitive names for input and output files #2

We can have better names than "entry_form.csv" and "form_input.csv"

I would agree. These names are a bit unintuitive.

My working suggestions are: "entry_form.csv" -> "missing_osti_records_template.tsv" (template namespace to fill in other DOE metadata) "form_input.tsv" -> "osti_submission.tsv"
