Standard python packaging

Add the following with base settings:

[x] setup.py
[x] pyproject.toml with metadata and build requirements
[x] src layout
[x] rename modules to follow PEP 8 (lower case)
[x] Change Scraper.py and Poster.py to console scripts using a main function
