feat!: Add Pulsar-Cooperative Template Files & Update existing files #1

This PR adds all template files from .github to this repository.

Testing how we like the template data added to things such as the readme, but more importantly allows us to test how our workflows function, and that they work as expected.

Looks like all the tests are failing here, but not due to our CI, but instead due to issues with this repos testing.

So I'll go ahead and merge this one so we can go forward and test the workflows.
