Description of issue

Add tests to ensure that merge reports can be generated over the UI

To close this issue, the following items must be satisfied:

[ ] Add a test to ensure that summary merge reports can be created by selecting two or more scans on the Scans page and then selecting Detailed Report from the Summary Report dropdown.
[ ] Add a test to ensure that detailed merge reports can be created by selecting two or more scans on the Scans page and then selecting Detailed Report from the Merge Report dropdown.
