Add UI tests for pausing, restarting and canceling scans #299

Description of issue

Add tests to ensure a pending scan can be paused or canceled. Also add tests to ensure that a paused scan can be restarted.

Completion checklist

To close this issue, the following items must be satisfied:

[ ] Add a test to ensure a scan can be paused by selecting the Pause Scan icon on a pending scan entry on the Scans page.
[ ] Add a test to ensure a scan can be canceled by selecting the Cancel Scan icon on a pending scan entry on the Scans page.
[ ] Add a test to ensure a scan can be restarted by selecting the Restart Scan (need to confirm this) icon on a paused scan entry on the Scans page.
