Add api test cases to request qpc reports as JSON/CSV #306

Test Case (for new test cases or updates to existing tests)

Description of issue

The API can now request qpc reports as JSON/CSV. Automated tests should be added to test this feature.

Completion checklist

To close this issue, the following items must be satisfied:

[ ] Add test that checks that API returns a tar.gz file
[ ] Add a test that checks a 404 is returned if the report ID is not found
[ ] Add a test that checks that the tar.gz contains the proper directory structure, and all 4 report files
