Description of issue
As the testing Jenkins pipeline in CI has expanded, it manually defines a bunch of the steps required to setup the camayoc test environment. In reality, the setup should be better automated within the camayoc project itself so that 1) it cleans up the Jenkins pipeline code a bit and 2) it's easier to setup development environments to debug/develop camayoc.
Additionally, the camayoc setup documentation is out of date anyway and needs to be updated.

To close this issue, the following items must be satisfied:
[ ] Automate some of the tedious parts of setting up camayoc on a system with either a script or ansible playbook.
[ ] Update the setup/configuration documentation in the README
