Add nightly builds #54

The nightly build is currently identical to the CI build, but without the publish step.

This also adds workflow dispatch options to both the nightly and CI builds. Because this repository depends crucially on qutip itself, it may regularly be useful to manually trigger a build (e.g. to update after a QuTiP bug fix or similar.

Fixes #41.
