Migrate `ttmsolve` example #63

Migrate the notebook from qutip-notebook. Added the number 100_ the notebook, not being sure about the naming convention.

The prefix numbers are just for the sorting on the QuTiP tutorials website. You could set this 013_ here, since the last notebook is 012_floquet_formalism.
