Utils for clearing compressor cache on boot #15

For some reason this cache needs to be cleared after a new release. I'm not sure yet why, we're manually clearing it each deploy for now until we figure out the exact reason.

Build on this one is failing because of an issue with rapidpro + libmagic. It's been fixed but hasn't been released as a version number yet.
