This has been running at https://github.com/smn/rapidpro-docker and building to https://hub.docker.com/r/sdehaan/rapidpro/tags/

It's working well enough to be considered for merging into https://github.com/rapidpro/rapidpro-docker

No idea why GitHub seems to think all these commits are relevant to this PR. They're not.

@tobiasmcnulty or @stefanfoulis not sure if you're still following along with RP's changes but would appreciate a review. Don't get fooled by the massive commit history, I probably botched a merge somewhere, the actual diff is fairly small.
