zooming out removes the scroll bar with devices outside the field of view #17

Zooming out in the central panel of LCMC eventually causes the scroll bar slider to disappear, even though there are elements off screen, and the scroll bar buttons do not work. Zooming back in one level restores the slider and you can scroll down normally.
