Turn rz/angular into it's own npm package #10

Per conversation, we will turn each programming language into it's own npm package. Razroo is currently not set up as a mono repo, but it makes sense to do so, so we can keep all npm packages in the same github repo. We will look into how to do so via nrwl nx, lerna, or perhaps even just our own package.json.
