On major release, update the base .htaccess file for rdo-release.rpm
NB starting with Liberty, RDO is distributed using CentOS CloudSIG repository
and signed with CloudSIG key.
http://rdoproject.org/repos/openstack-liberty/ contains only rdo-release-liberty.rpm
