I remember seeing this problem before. Can't recall the details. Maybe it's when I was testing multi-monitors. Are you using more than one monitor?
Yes, my workstation is currently a laptop and additional external monitor connected via VGA. The above screenshots are taken from external monitor as it better suits me.
After I launched FreeCAD on Windows 10 (for the first time, I normally use it under Linux with no issues), I noticed that - when I open a new document - the GUI elements are moved down and to the right (please see screenshots). However, when hovering the mouse, the elements are reacting as if they were in the right place, so that I must actually click on the black band to click the menu bar. The same is with toolbars. I have Windows Scale settings for the monitor set to 100%. When I increase it to 125%, the black band is more narrow. At 150% it seems Ok but then the working space is rather tiny and toolbars are big. As far as I was able to find, there were some fixes in the upstream regarding HiDPI but I'm not sure is the cause is the same.
