Improved Bot Spawn Time Generation #2

Adjust the bot spawn time generation: https://github.com/refringe/CustomRaidTimes/blob/main/src/mod.ts#L429

This should probably:

calculate the middle of the min to max ranges (X)
calculate the difference between X and max (or min) range (Y)
generate groups every X
adjust the times to be randomly between X-Y and X+Y

This also ties into #1.
