Set proper location for NIST raw bib cache #35

In 7db47a5450e5e82e3853fb50c81dbc40223a9e10 the DATAFILE points to somewhere given by Dir.tmpdir. However, this location is not persistent across reboots.

Can we use the ~/.relaton location for storing this raw zip?
