📝 Summary

Added option for the user to choose timezone (UTC/Local time) for a different set of recordings

Default timezone will be UTC, once the user chooses his preferred timezone, the app will remember that config for next time (data saved in Vuex)
The timezone of recording (file) will be saved to SQLite once the user clicks "Start Upload"

💡 Ideas

If the files are from AudioMoth, maybe it's better to just read the header of each file to get timezone information (prevent user error)
Perhaps we should somehow show the timezone of recording (maybe next to timestamp?) in Queued and Uploaded
