As a user, I want to see the file timestamp in the same format as Arbimon (Recorded time in site local timezone)

Timestamp column should be called “Recorded time" (same as Arbimon)
Timestamp column should show timestamp in Local timezone format
Timestamp column should be updated when "Filename Format" or "Filename Timezone" settings changed
