Change calendar library and move away from element plus #2011

Background

In order to getting rid of element plus successfully, we need to find a new calendar library that works with our current flows and minimum support to the upcoming CNN Create - date picker with the recording information

Expected Outcome

[ ] Replace all calendar in the project from element plus to other library
- [ ] Project settings
- [ ] Report filters
- [ ] CNN create page
- [ ] Create new project
[ ] Remove element plus from the project
