Make the server auto-restart when there is job stuck alert #2040

When there is an alert (from https://github.com/rfcx/arbimon/issues/2038) that jobs are stuck, we should have the option of auto-restart the server. The idea is to make the server restart itself so that the jobs can start/continue running.
