In the screenshot above, I'm able to access https://testing-bio.rfcx.org/puerto-rico/detect/cnn with my account that isn't a project member of the Puerto Rico project

Non-project members should not be able to access the CNN page

I also tried to create a job with my non-member account, and got stopped by this warning message 👍🏼
