deltametadata prototype

The repo contains following folders:

• server (scripts running on the serverside, setup of server, etc.)
• client (dnf plugin downloading just deltametadata from the server)
• research (scripts which will generate the data, charts, etc. from analysis how much bandwidth woudl be saved based on different age of metadata on the client)
• ci (CI that will test the prototype)
