Create a pipeline that uses hoverfly for service virtualization #128

it will need to load up a simulation.json (see http://hoverfly.readthedocs.io/en/latest/pages/keyconcepts/simulations/simulations.html#simulations) and then another app will need to ping hoverfly in a test that needs to routes in that simulation.json
