Moving tool-box to continaers-quickstarts #162

@sherl0cks this depends on https://github.com/redhat-cop/containers-quickstarts/pull/92 getting merged.

@etsauer redhat-cop/containers-quickstarts#92 has been merged but in order to now reflect that in the labs-ci-cd repo you need to update the inventory/group_vars/all.yml to remove the references to the file location and update the corresponding params/tool-box/build accordingly.

@springdo looks like updating the param file was all that was needed. Let me know if I missed something.
