[WIP] pipeline to configure nexus #95

applies the old automation in https://github.com/rht-labs/ansible-stacks/tree/master/roles/configure-nexus/ via a pipeline

this is WIP - need to figure out how to get the timing right between the repository update to nexus and the java-app kicking off

The CI passes, but per a convo with @oybed, we'll leave this PR open to capture the new CoP pipe and do the nexus configuration another way
