Refactor GitLab ECS on top of common resources

@jackivanov we have published the following modules that help us create an ECS cluster (with VPN):

For example, our Jenkins deployment (https://github.com/riboseinc/terraform-aws-ecs-jenkins) uses this as its basis to run, it is a combination of:

• https://github.com/riboseinc/terraform-aws-ecs-vpn
• https://github.com/riboseinc/terraform-aws-ecs-jenkins
• https://github.com/riboseinc/terraform-aws-ecs-datadog

Can you help refactor this current module to be based on the first repository?
