Allows buildings rotation while they are being built.

You won't be able to rotate buildings in the following conditions:

Unit is not a building.
The building is an enemy building.
The building is already built.
The building is a lodestone or a gate.

Developer Mode can bypass all this rules

Good news

This feature:

Allows building Sea Fort in positions which you couldn't before (you can point it upwards if you want).
Removes one of the advantages on top vs bottom maps (factory positioning).
Allows building buildings in many angles, even diagonals.
You can now see buildings' butt.

Drawbacks

Rotating buildings has weird interactions with the collision area (that's why we disabled gates rotation).
In Multiplayer, building rotation is not updated for all players, so only you will see how you rotated your building.
