Create a cronjob for refreshing OSM data #33

RiskInfo is currently populated with OSM data sourced from here: http://srilanka.piensa.co/

We need to set this data to update on a weekly basis. This involves

[ ] Setting a cronjob to update the Piensa data itself from OSM
[ ] Setting a cronjob to refresh the Piensa data within the RiskInfo GeoNode

@jj0hns0n can you provide any technical instruction necessary here? Should I send the Piensa server credentials to GeoEdge?

It would be nice if the code were written such that non-technical staff could easily adjust this to update on a daily basis during crisis situations. This is not an absolute requirement if it's difficult to implement.

ITHACA is starting on this and will be push back to the community so you can use quick temporary solution but no need to spend too much time
