Prefer lists over semicolon separated strings for whitelists/blacklists

We previously had to use some semi-colon separated strings because roslaunch couldn't handle substituting lists. Now it can, we have been using them for a while, but are inconsistent - not all are lists yet. Old args are still using semi-colon strings.

@jihoonl, @bit-pirate rocon demo launchers will need to be upgraded as well.
