Implement/Fix the basic ranking system for scouting teams.

Ranking system is now implemented and working, but is using fake data at the moment. This means that values will need to be tweaked in order to be useful.

There is also no link to the ranking page, and not any sort of front-end or graph view either.

@23vansch I'll make a request for a page to view ranking information as well. I can give you the necessary values and information to display.
