[USABILITY] Request modifications to Feedback button and panel title.

We have closed the "Submit Feedback" form in Safer Illinois.

The reason for doing so was because >90% of the messages submitted ask for technical support help, and although we redirect them to the proper help contacts, it results in significant delay for critical problems such as building entry. And some people don't include their email addresses, so it's possible they still haven't found help.

Isaac has changed the feedback form so that users are redirected to the Covid Wellness Center.

We would like to make some other wording changes to create a consistent context.

• Remove the text that says "We need your ideas! Enjoying the app? Missing something? Tap on the bottom to submit your idea."
• The "Submit Feedback" button should be renamed "Get Help"
• The "Provide Feedback" title on the feedback panel should be renamed "Get Help"
