1.1 Safer Illinois, we need to do some work here or maybe this is just some rule overrides?
What is needed:
1.1.1 Starting on Jan 2nd 2022 all users must become Building Access denied.
1.1.2 They must receive 1 negative test to become Building Access granted.
1.1.3 When a user receives a negative test, the user can return to their previous rules (vaccine = green etc.)
