Make config_file and resume_id mutually exclusive and required. Use_test_api for connecting with test APIs. #212

For #192 and #200

If used, the resume_id is now the second parameter in the command line. If no resume, order is unchanged.

Ex: python run_autotrageur.py kraken_bithumb.txt --resume_id=4215e31f-1305-4ab0-b118-e882a6fb4b00 scratch/db_test.yaml
