Requires either

changing fcf_measures table
adding another table to store deposit/withdrawal data and updating values in fcf_measures accordingly.

Also need to update report.py

Keep track of any deposit/withdrawal we do until this functionality is implemented.

We can use balance_checker's functionality to automatically calculate whether a deposit or withdrawal has been made.
